St. Louis Housing Authority (SLHA)
"The SLHA was founded in 1939 as the municipal agency entrusted with the construction of public housing in the city." -Katharine Bristol
Using funds from the Housing Act of 1937, the SLHA built their first two public housing projects- Carr Square and Clinton Peabody.
"In May 1942, 1,200 St. Louis families relocated to the city's first two housing projects; black families occupied Carr Square Village to the north of downtown and white families moved into Clinton-Peabody to the south.

Pruitt-Igoe was the second St. Louis public housing project to be built under the Housing Act of 1949. It was also the first exclusively high-rise project in St. Louis.
